It was presided over by Secretary General Arquimedez Perez Bello of the Mexican Committee for the Study of Kimilsung-Kimjongilism.

They were followed by speeches of the delegates from Mexico, Costa Rica, Ecuador, Venezuela, Peru, Colombia and Brazil.
In his speech Prof. Ramon Jimenez Lopez, director general of the Latin American Institute of the Juche Idea who is also chairman of the Mexican Committee for the Study of Kimilsung-Kimjongilism said as follows:
People's demand to live along the path of independence is growing in Latin America once called a backyard of the USA and their struggles to achieve it are being enhanced as days go by.
We are requested to educate the people so as to make the Juche idea as their own belief, let them trust in their own strength and bring it together. I believe that our getting together under the same banner and our waging struggles for independence and peace would bring about progress and support the people's struggles.
Dr. J. F. Aguilar Bulgarelli, who is one of the founding member of the LAIJI and its director-general emeritus, said as follows:
The basic purpose of the LAIJI lies in studying and disseminating the Juche idea.
We ought to find Juche of our own and achieve our genuine independence.
Let us keep in our minds that popular masses are the masters in transforming their surrounding world in the best interest of themselves and they are in charge of safeguarding the independence and sovereignty of the country and nation and advancing the construction of the independent economy. In order for them to maintain the position of being masters, they are requested to heighten their ideological standard. This is our work to do. Herein lies the essence of the dissemination of the Juche idea. We ought to encourage the people to think and act as independent beings.
